I have a 2016 4 door SR5, black, and want to either purchase or paint my wheels black for a low cost. IDEAS how without it looking terrible? See wheels I have attached

If those are steelies. Scuff real good, good spray primer and some good quality rattle can black and clear.

The outside is steel, the center cap is plastic so how would that work? So scratch em up with a steel brush, prime, then paint, and then clear coat to finish?

Yes, center can be lightly scuffed. They make a primer/paint specifically for plastic. Both krylon and duplicolor will have what you need.
