Tailgate rust

ATO front skid (need more but icon's might fail if I hang anything else from my truck) All-Pro front bumper thanks to a good deal here and a pesky encounter with a rock or 20, total chaos uppers.

Just curious if anyone else is having rust issues on their tailgate? Mine is rusting directly under the latch in a few spots. It appears water is entering through the latch and sitting in a pad inside the bed causing rust. (Guessing its a sound deadening pad) On my phone so can't post pics but I have a spot About the size of a pencil eraser that has eaten through. Think it's better to find a used one or have a shop weld in some new metal and get it painted?
