Wheel balancing weights

i have 265/70/17 KO2s and one wheel has 24 - 1/4oz weights on it. Is that ridiculous? It also seems to be where I'm going cyclical noise from at highway speeds, as well as small vibrations throughout the entire cab.
Tire out of round/wheel defective?

Try a different tire shop. Checking the balance on one wheel should be cheep. If they find something, you may need to recheck all.

I wouldn’t stress. 6oz is a bit high but nothing totally absurd. It certainly wouldn’t hurt to try another shop though.

I wouldn't be concerned by the number of weights used per se, but the overall total weight. Anything pushing above 8 ounces (on an off-road tire) I personally would rotate the tire on the wheel 180° and then balance. This typically drops the amount of weight called for.

Nearly all the Discount Tire stores have Road Force balancing equipment, which can be identified from the roller that is applied to the tire while the assembly is spinning - see the image below.

The Road Force number is somewhat arbitrary, though it may be used as a quick indicator that there may be something "wonky" with the tire & wheel assembly. Or in other words, the higher the road force number means you may need to take a closer look at the assembly as a whole, both the tire and wheel, specifically if it's calling for a lot of weight. 4.5 ounces for a 32" A/T isn't excessive, but anything over 8 ounces I personally would dismount the tire and rotate it 180° from the current position, then rebalance.

As far as stacking weight goes, this is typically done on narrow wheels when performing a Dynamic Spin Balance (A.K.A. 2-plane balance). With a Dynamic Balance, you want the inside weight no less than 6-inch away horizontally from the outside weight and visa versa (see the image below). This leads me to your comment regarding the weights being placed to one side... are the weights applied toward the inside front of the wheel (near the face of the wheel) and if so, are their clip-on weights on the back side of the inside barrel?
