Low beams: only one headlight works.
    High beams: both headlights work.

never had this issue before in last 6 years..

Will replacing the ‘broken’ headlight fix the issue? Or is this an electrical/fuse issue?

    Any pointers?

Its two different filaments in the bulb. I'd pull the bulb and look at it to see if its burnt.

Because he's a friend of mine, owns two 1st Gens, and does a lot of work on them himself... o_O

It's probably just a bulb. Swing by a parts store and pic one up. $15 maybe. They are hard to visually exam now days but cheap to buy. You can always use a spare bulb. Much better than a $125 ticket.

Its more than likely the bulb. Don't touch the new one with your bare fingers, use a glove or a clean rag. Don't loose the spring clip that holds it in, they do like to come out of their pivot point. Splurge for the dielectric grease also
