Came in an official looking box, seems like Novita is subsidiary of Sylvania (the light bulb company). Box says "Made in U.S.A." Plugged it into my 1999 Tacoma. Followed instructions found on youtube - apparently, you have to turn on the hazard lights to reset the relay circuit, otherwise your LED tail lights will still hyperflash. I did that, and it solved my hyperflash problem. Biggest issue was accessing the old relay, which plugs in from behind the internal fusebox and is difficult to access. Required a good yanking to get it out. Remember to carefully remove the old one and be mindful of the orientation as it comes out so you can plug the new relay in the same way. You can't see the socket the prongs go into because of the angle, so study the old one as best as you can before you remove it.

Solved my 2000 Toyota 4Runner hyper flash issue after installing LED signal bulbs

Bought this for my 96 4runner because I replaced the turn signals with new LED blinkers. This part was needed because the old flasher did not recognize the LED. It works great and is more quiet than the original.

I did have to figure out which side was positive negative and after figuring that out and getting all three connections connected right. It worked great. For the people that said it doesn't work you may have to cut your connector off and put female connectors on your wires and figure out which one is positive and negitive and ground.

Older vehicles that use a thermal flasher are notorious for hyper-flash. This corrects it, at a cost of no bulb outage warning. Otherwise, it works very well for turn signals and hazards. There are other models that feature an adjustment of how fast it flashes, but this works just fine as it is - no flash rate tweaks are needed.
