Decided to watch the SG on open/closed loop setting today. I noticed when at WOT and on full decel with foot off pedal it goes into open loop for a bit. Does it most of the time when shifting too(letting off the pedal). Does it do this cause of a sudden change of emissions, so no CEL will be thrown?

Or do I have an issue!??

It's less Tacoma and more mod
Manuals do this because, when you let off the gas in a manual the engine is still fully engaged to the drivetrain (clutch out). Open loop is signifying that the injectors are off for coasting, no point in wasting fuel. If you have the clutch in long enough you'll notice that it goes back into closed loop for idling.
