    You should probably contact the seller (via eBay) and ask. That way you have it on record if he/she says "Yes" and they turn out not to be. I think to be legal they have to have the DOT stamp on the lens, but with that said, I have seen PLENTY of people with smoked headlights (some DIY even) and never had issues with police or inspection. You could always keep your OEM ones and swap them in for inspection time, or to clear a fix-it ticket.

    Here in Texas head and tail lights must be visible from 300 feet.
