So I have an all pro rear bumper which basically causes you to remove your license plate every time you need to use your receiver hitch. I'm looking for a mounting solution that doesn't require any drilling. Any thoughts? I know there are magnetized plate holders out there, but am unsure about reliability at high speeds or over rough terrain.

    Looks like this:

Thats basically what I'm using for my hidden hitch.

The wires area all cleaned up now but thats the same idea as what you need to do.

I used a piano hinge from the local hardware store screwed one side to the bumper and the other to the top of the plate. Used flat head srcews with the lock nuts on the outside. Also bought magnets with holes in them and screwed them to the back bottom of the plate. Looks and works great!! I can snap a better pic your interested?

Would this be illegal while towing a trailer, since the rear plate can not be seen when in flipped position?
Not that a cop would ever know since the rear plate would be blocked by the trailer.
I have done this as well for my all pro bumper with piano hinge and industrial hook & loop... but a neighbor just got me questioning legality.
