You'll run into the same thing on almost every brand of truck that is only a couple years old. It has nothing to do with Tacoma resale value. The great Tacoma resales value is realized after 5 or 6+ years. The dealer has to offer a decent trade to get the owner into a new vehicle, and then has to make a profit on re-selling it also, so in the end there just isn't much room and the price is always very close to that of a new one. I found that out looking at full size Silverados and F150s.

With the big 3, it just seems like your getting a better deal on a 2 year old truck with low miles, because it's so far under MSRP. But when you factor in all of the discounts and what you would actually pay for one of the full size big 3 new, then you'll realize the 2 year old full size truck that seemed like a great deal is actually only a couple grand less than what you could buy a new one for.

That is how it is on an individual customer basis... their credit score determines what Toyota will offer you on the interest percentage.

If too high for a customer's liking, a bank or auto loan co. may do better.

I would go for the new one if you can swing the extra. It's new. Full warranty. Someone got rid of the used one for some reason.
