Hello , Im trying to troubleshoot a couple of issues . Just bought this 1999 Tacoma SR5 , the guy had the steering column apart , said he had to replace rack and pinion
thought that was under the front . Anyway the horn dont work , the SRS dash light stays on and the cruise isnt working . Checked all fuses , tore the dash and steering wheel apart to check the plugs ,wires etc. There is no clicking of a relay or anything when I auctuate the horn . Looked through the repair manual , It says the relay is in the fuse box under the hood . I found the fuse , and its good . I checked and there is juice at the fuse , but i cant find the relay
Can anyone lead me in the right direction ? Thanks

Yep, bad ribbon cable in the column. The key clue "had the rack out". Happens when someone does not lock the steering wheel with the rack disconnected. This over extends the ribbon cable by turning the wheel too far, thus your stuff listed doesn't work.

Have you tested the horn? There is only 1 wire that goes to it, that is the positive, the body of horn is ground. Take it off and get some short lengths of wire and connect it to battery. If it beeps, it's a good horn. Work backwards. And check the relay in the fuse box. Relays are pretty common, there may be the same relay feeding something else. Switch the relays and see if you still have no horn.

I guess you are going to have to pull the steering wheel air bag. 2, t30 torx bolts hold it in. Disconnect battery first, turn on lights to remove residual voltage.

You will have to remove steering wheel to get at the ribbon cable contacts. After that, turn on key and start checking for voltage. Find the positive and jumper to other posts. I don't remember which I'd horn, but you can't cause any damage, the air bag is out already.

I wish I could help more. I'm on my phone and short on time.
