if its just a small section, (looks to be rear shock mount area?), you could look at how air bagged trucks notch their frames for axle clearance when lowered all the way and mimic that idea minus the notching.

or grind out the weld, clean all the rust and grime from the area, run a new bead in the freshly ground area, sand the weld flush with the frame and then weld a piece of steel that spreads past the area of the weld a few inches to tie it together so to speak..
(or buy one of the pre made frame brace kits that stretches the length of the whole rear section of the frame)

I have some issues with mine as well. Toyota told me the previous owner missed the deadline to have the frame replaced? Didn't know recalls such as this had a deadline... Anyone have the details?

I have an idea once this repair starts much more rust will become apparent .

Then it comes down to if your fixing it or paying to have it done.

Having fixed quite a few of these and the older 4 Runners and Pickups I have flat stock bent to the size of the top and sides of the frame . Although the older and newer frames are different size.

If it is the area of the shock mount or spring hanger I always bought new much faster then cleaning up the old hardware.

Trail gear (and others) make frame reinforcement plates. Trail gear makes a frame box kit for the inside to weld on as well as plates for the outside of frame. They are much thicker than the frame. I'm sure it would work if that's where your frame is damaged. If you don't know how to weld take it to a muffler or metal shop. Shouldn't be too expensive. Just make sure if you weld steel plates that you don't weld vertical beads. Actually weakens the frame. Supposed to do it at angles.

After checking out the trail gear products they are not really made for repairing a rusted frame but for reinforcing a good frame

No doubt after the original repair was made it would not hurt depending on the use of said vehicle .

The whole thing with vertical welds on weldments subject to vertical shock is if the weld fails in the heat effected zone a crack can travel much easier in a straight vertical line .

I think quite a bit of this is a carry over from stretching Tractor frames to lengthen the wheel base or make Tri axles where your talking 80,000 pounds plus !!
