2008 toyota tacoma towing plug

    2008 blue tacoma trd sport
    So yesterday I backed down the boat ramp, pulled my boat out of the water and pulled up into the parking lot, tried to back in and my brakes locked up. I messed with it for a while thinking it was the trailer. After checking the solenoid and blue wire with a multimeter I moved toward the truck. No power to the electronic brake pin. Fuse! My owners manual says it's fuse #48 in the under the hood box. It is the 140 amp fuse which according to owners manual also runs my fog lights, ac skt, heater, ect. I check my fog lights, they work, and I can't get that fuse out anyway. So I move on to checking all of the rest of the fuses (under hood and incab) they all check good with a fuse tester. So I remove the towing plug from the housing and I cut a small hole in the electronic brake wire behind the pin to see if it's something there. No power there either.
    Not really sure where to go from here. Any suggestions or help would be greatly appreciated.
