$30 for some plastic plugs?!?!?!? I also bought a used truck from a front plate state and didn't need the holes. I just got some touchup paint from the car parts store and painted the black plastic to match. You could barely tell the holes were there and I still had the paint for other touchups... and saved about $25

Buy some plugs from your local hardware store and some OEM touchup paint from the paint store.
Or just leave the holes ...and paint the insides of the holes so they're not as noticable.

fill the holes whit epoxy or body filler, wet your finger whit some water and dish soap to make it flat and use a touch up paint marker for the color
