Can't do anything about slightly offset, if you pull it off it won't stick right again.

As for bubbles, get an x-acto knife and punch a TINY pinhole in the bubble, then smooth it out with your finger.

 

On a vehicle, stars always forward, look at the President's limo or Airforce One.

 

Or any police vehicle.

 

The blue field of stars should always be in the highest position of honor. When viewing the flag on a wall or other static surface, the highest position of honor is the upper left when displayed horizontally. When displayed on a moving object like a person or vehicle, the highest position of honor is the front, and not the rear; so the field of blue should be displayed to the front.
