Halos, grille guard, double lights bars.

I've been doing a little research and came across a guy online who is running 1.6 toytec springs and has his billies set to 2.75... He is a prerunner so he doesn't have to worry about CVs.. But I have heard you never really want to go much higher than 3.. Is that safe? What can go wrong with that setup?
