Im sure this has been asked before but I couldn't find it. So anyway, can I cut off this clamp so I can pull the boot back so it doesn't rub as bad?

You sure can! It is called the Boot slide MOD.
I use just a normal hose clamp, but you can get a boot clamp from any auto zone.

Ive been meaning to do this. Is it as simple as you said, take of the oem hose clamp slide it out a bit, put on new hose clamps?
are there any brackets or attachments on the inner part of the boot where the oem clamp is at?

    yeah it sure is.

on some OEM cvs the shaft has a little indention where the boot is "supposed" to sit. but just take the clamp off, slide it out a little bit, and put on a new clamp :)

I did it a few weeks ago, super easy. If your careful you can reuse the OEM clamps. Oriellys & Napa sell them to.
