Can anyone tell me if this is the switch for my rear diff. I have a 1998 SR5 Tacoma. If is if for my rear diff then any suggestions what might be the issue of why it's not working?

no idea what that it, but it sure looks like a light switch.

    fogs?

I can guarantee you it's not a stock locker switch

I have looked it up before and found that this year did not come with lockers but it has no fogs either. I guess I just have to trace the wiring.

I have done more searching and found that it is indeed a fog light switch. Just need to get some fog lights now.
