i have a 1995 regular cab 2wd 5 spd 2.4l tacoma that runs at normal operating temp in town and on side roads but once i get on the highway after about 20 minutes of driving my truck seems to over heat. I've been told it could possibly be my cooling fan clutch not engaging at higher rpms or that i should try replacing the water pump

Diagnose the issue. It will be cheaper then replacing parts that might be fine.

    Coolant level
    Coolant leak
Contamination (oil in coolant, or vice versa)
    Compression test
    Stuck thermostat
    Fan clutch function

just FYI, a common symptom of a bad thermostat or a restricted radiator is it cant move enough water at highway speeds to cool the engine with the increased heat.

like mentioned above, you have to properly diagnose whats working and whats not, it could be a fan clutch or clogged radiator or a bad thermostat

Fan clutch is last as it is least likely the problem. Cruising at 65mph at 0 grade on the highway is by itself not going to cause a overheat if everything else is working.

sounds like radiator to me.............possible air bubble.............pull the thermostat if it doesn't overheat then most likely radiator but if you have contaminated fluid or haven't been using red Toyota coolant then radiator isn;t the only thing that's gonna be plugged,,,,,,,,,,,,,turn the heater on when its overheating and see if it goes down....... make sure its not exhaust gasses in radiator......make sure you don't have an air bubble in system............... so many variables DONT JUST START THROWING PARTS AT IT
