    Is your driving mostly highway?

It's all in how and whereyou drive. I have 265/75/16s (no lift, no 4x4, no armor), and I get 22mpg with my 4.0. I also drive mostly highway with very little hills.

If you have a lift, race stop light to stop light, only drive in the city, and in the hills, your numbers are going to go down.

I bought used. Slowly checking all culprits, down to fuel filter, cat and O2 sensors. Along the way I realized I could afford a Tundra

I beat 26 once and I'm 4x4. Five mile commute gets me about 19-20 lately, and in this city traffic 4000+ rpm happens a lot. That's after taking 6% off the odometer because it was reading too many miles stock (new N-30 speedo gear makes it right so I don't have to calculate it anymore). However my truck's bearings have had 153k miles to loosen up so that's probably part of it.

If you have a pre-runner you got misled. They have the same 4.10:1 rear gearing behind the manual tranny as the 4x4 which is rated 18 city/20 hwy mpg. They print the EPA numbers for the best 2WD, the 3.31:1 five-lugger, and you get 21/26. Happens to more than Toyota - look at domestics like the F150. EPA will give the EcoBoost 22mpg hwy to put on the sticker, which only applies if you get the tallest ratio, but that number is still there if you get the 3.73:1 rear end and you'll be wondering why you can't even get 20 mpg driving like Grandma.
