After a huge rainstorm yesterday, my 1997 Taco will not start. I tried jumping the battery with my jumper battery and it started. Then I moved the Taco to the street, shut it off and tried to restart it. No relay fire, no turnover. So I attached the starter battery again and tried, and nothing happened. Then I jumped the battery from another car, and still nothing.

Is my battery completely dead or is my starter relay shot? The battery is only two years old.

Eh, see my Build Thread sig link. Too many mods to list.
This happened to my Civic the day after I drove through a huge puddle...wouldn't start the next morning. Turns out that the distributor was cracked and a ton of water got inside. Yeah it was a bigger puddle than I should have gone through...but it sure was fun at the time.

If you're jumping from another vehicle, it's not your battery. It could be the starter solenoid (first most likely), the starter, or something else that got wet. I've heard of people tapping on the solenoid with the handle of a screwdriver and getting it started again. Obviously that's not the right fix.

Sorry I'm not really an engine guy, but there's a couple things to think about.

I checked all of my fuses. Then a mechanic friend of mine removed and checked the starter motor. Turns out it was corroded battery cable to terminal clip connections.
