On the 1FZ-FE they changed that particular slipper to the new design in January 1995 for the 1996 model year.

For other vehicles, things changed at various times depending on application. Toyota started phasing out belts around the same time VVT-i started coming in (as it is what causes interference in most newer Toyota engines).
