If the previous owner actually replaced the lines, wheel cylinders and front calipers, then all that's left is the master cylinder, and maybe the proportioning valve in the rear. My vote is master cylinder if it's not pressurizing at all.

    used to have - 99 2.4L I4 5 lug & 04 prerunner v6
then lines are filled with air or master cylinder is bad.

disconnect brake lines from master cylinder and pump the pedal as you hold your finger over he hole. if pressure comes out then the lines are just full of air.

the rear proportioning valve is a bitch to bleed so expect to take extra time n bleeding the rear brakes

Did you blead the proportion valve? It has to be bleed out to just like the master cylinder and brake calibers.. I fought with mine til someone told me I have to blead the proportion valve in the rear..

I have only ever tried to bleed the LSPV one time and found out how expensive they are.

I have changed many hydraulic parts on Toyota`s over the years with out touching the Lspv ever again

Since some older Toyota`s are on the right newer on the left one just needs to bleed things according .

Never had problems getting a good pedal feel.

Another thing most tend to only think of the rubber hoses when they get torn or get a hole as they age they get soft and can blow up like a balloon under pressure.

Another is dirt in the flare connections or bad bleeder valves it does not take much to allow air in and not have a fluid leak.
