Sometimes on my 2000 Tacoma I hear a slight whining noise at low speeds when turning the wheel sharply. Is this an indication that the power steering pump is starting to fail?

BUCKLE UP! It makes it harder for Aliens to pull you out of your Truck.
    Don't turn the wheel sharply.

if the fluid level is ok, then drain it and clean the screen in the bottom of the fluid reservoir then put new fluid.

very often the whining is from a clogged up screen because of old worn out fluid
