I have a 99 Toyota tacoma and just recently bought some 17x9 wheels. I plan on running 265/70r17 tires and need to know what size lift I need to get so there is no rubbing.

More important is the backspacing of the wheel, if it's the same as stock you shouldn't have a problem.

The wheel has -8 offset with 4.69 backspacing

Yip if you had a 7.5" or 8" wheel you wouldn't rub at all.....4.5" of BS is about as much as you're gunna want to go, anything more and you're gunna always be rubbing. Is it rubbing on the frame, spindle or fender well?....oh I see you haven't put them on yet!!! My bad! They might not rub at all! But with a BS more than 4.5" I'd worry about rubbing the spindle/upper control arm. A lot of guys myself included stay with a 8" wheel to avoid rubbing issues, I even run 12.5" wide tires too.

I used to run 265 75 17 stock with no rubbing. The wheels were stock FJ wheels and I believe they were 4.5' BS.

I think I've decided to run 285/70r17 would that be okay with a 3" lift or will I need a spacer so it won't rub the control arm?

This is what I have experienced:
I did a Toytech 3" lift and went to 285/75/16 ( a small fraction larger than the 17") and wheels have 4.5" BS. I went with 1.25 spacers to prevent rub on the frame in the front at full clock but, now have some minor rub on the back of the wheel well. Never came close to the control arm. With a little math (not my strong suit) the spacers may have been a mute point if I went out and bought some new wheels with different backspacing. At the rear I did a axle relocation spacer and moved the axle forward 3/4 inch so the wheel would stuff up into the well nice and tight.

I run 265/70r17's on 17x9 wheels on my 02 taco with no rubbing at all.

I don't have a lift on my truck yet. My wheels are stock FJ Cruiser wheels, 8.5 x 17". Tires are 265/70r 17 Goodyear Authority. I had them on my 05 PreRunner and they rubbed a little when turning sharply, but do not rub at all on my 02 taco double cab 4x4.
