Well I think I fixed this time.
It appears that only the OEM Mass air sensor or (metering sensor) will work correctly in the Tacoma. I had used an after market sensor and the truck still surged an CE light came on after 535 miles. I took it to the garage I use and they said that they had a similar problem and the OEM sensor fixed it. So that is what I did and it runs like it should.
