    1) Look at the wiring under the hood at the horn. Some people will bypass this and go to another horn.

2)ALSO check the alarm system at the ECU. Even if it doesn't have one, it might have at one point. The horn does have a circuit for the alarm system.

3)Beyond that, you may want to check the harness underneath the airbag unit in the stearing column. Especially if the truck has been wrecked (and the airbag replaced) these wires can be hard to get back exactly the way they were.

4)If the truck has any aftermarket parts (steering wheel, horn, or alarm system), ANY of these could be the source of the problem.

As far as the cruise control goes, look at #2 and #4. The ECU under the dash can be your biggest problem point.

    I hope this helps. Cheers!

take it back to them and make them fix it, they can't sell you a truck w/o a working horn.

Thanks for the replies! I bought the truck from a private seller. I called and got the, "I don't know I never had a problem with it. I haven't had a chance to check the problems yet.
I forgot to mention that the air bag light was on. I checked car fax and the
vehicle report showed no accidents. What is #2 and #4 on the ecu, wires, fuse, relay? It looks as if the truck had some sort of an alarm. cant tell if its factory or not, its placed 8'' away next to the interior fuse box. I plan to buy a manual soon but any more info is greatly appreciated. Thanks

I don't know much about the first gen tacomas, but it sounds like they did some garage wiring or removed an aftermarket alarm. As far as the airbag light goes...

BE CAREFUL - Don't try to fix this yourself. I have blown open an airbag on a Silverado in a junk yard just to see what it was like. The pressure itself cracked the rear window!!!

If you face is in there, you could end up with a broken neck.

My recommendation: find a local shop that recertifies Supplemental Restraint Systems (SRS a.k.a. airbags). Let them deal with that part.
    :)
