Any idea what this is?

Hey everyone. I'm new here and new to forums so forgive me if I make a mistake (don't worry, I know the search button well). I recently bought a used 10 taco and started taking a closer look at it once I got home and found this velcroed to the pAbel nextra to my for rest. Any idea what it is? It has a group of wires leading into it (you can see them in the background). About 5 wires that make up a fat, thin line and 2 lights inside the lens. Any help is appreciated. I've googled and googled to no satisfaction.

 

aftermarket footwell lighting?

 

That's supposed to say: panel next to my foot rest.

 

The lights don't come on so I don't think it's connected to a power source. There are drill holes under the steering column so its obvious something was mounted there, but what?

 

Might be a motion sensor for an after market alarm.
