instrument panel lights not working

    2009 Toyota Tacoma double cab
    Need help here.. I have an 09 Tacoma dbl cab. Gauge lights work.. instrument lights to the left and right of the steering wheel dont come on when I turn on lights. The radio panel display light is on during the day but when headlights are turned on off goes the panel light. At night I cant see which gear im in, a/c interior fan, radio, fog lights etc. With this many lights out I doubt it would be bulbs. I checked all fuses both in the cab and under the hood and they're good.
