Roof rack, grill, leveling kit

Hi I have a 2013 Tacoma n I installed factory roof racks one of the holes the bolt wouldn't go all way n so I used washers to make sure it was tight I was wondering if the factory bolt holes r drilled all the way threw cab or not just wanna make sure there will b no leak thanks
