I have an 2003 Tacoma, V6, 4Wd. Steering was tight unless you were mashing the gas. Upper ball joint broke so I decided to change pump. Flushed system and no change. Replaced rack and pinion and pressure hose looked thin and wouldn't swivel so ordered a new one. Replaced all ball joints and tie rod ends while I was there and had everything off to change r&P. New r&p, new power steering pump, new pressure hose, all system flushed and new fluid and it still is as bad as it was if not worse, but now doesnt change when accelarating as it did previously. It is tight and hard to turn at all times. What else is there?

Make sure your belt is not slipping. Have someone turn the steering wheel while you watch the pump pulley to see if the speed of the pulley changes. If all that is good, check the steering gear box. Also, raise both front tires off the ground and see if the steering wheel feels the same. One at a time and then both. See if you feel any difference.
