I have an an ARB on my 2004 as well and yes you need the crush blocks. I believe only the 98-2000 tacomas do not use the blocks.

The cross bar also serves as the front mounting for the skid plate so that is necessary as well.

You can call ARB and order the parts separately. Just be warned it might be expensive (~$150).

You're also missing a couple dozen bolts, nuts and misc. washers, etc.

Stuff and things that make it better.
I bought a used one that was missing the crush cans and the crossmember also, I don't remember paying too much for them from ARB USA. I replaced all the bolts off the parts list (posted PDF above) while I was at it from a local nut and bolt supply shop for pretty cheap.

Edit: I paid $29.83 a piece for the cans.

Yes you need the cans and the fella above is right about the erlier gens not needing them. I also think you have all the necessary hardware, theyre just bolted onto the crumple zone mounts.

So I think I'm set for an install this weekend minus a few bolts.

Like it says in the pdf, a 1/2" x 4 1/2" bolt and I would suggest using a grade 8 bolt just for the hell of it :D

Okay, got it. I thought it said four 1/2" bolts as opposed to one 4 1/2" bolt (on each side). When I looked at the pic a little closer I noticed the drill bit goes all the way through. I think I have these bolts so I should be good.
