2011 Tacoma PreRunner V6 Towing Capacity?

2011 Tacoma PreRunner V6 Access cab

I am looking into to buying a 2011 Tacoma Pre Runner V6 Access Cab. In looking up the stats, I find two different tow capacities 3,500 and 6,000 (with tow package). Is the tow package the thing that makes the capacity 6,000? And, if it does not, would a post production tow package bring the tow capacity up to 6,000 lbs? This is important because I am looking to tow a camper.

I am a complete neophyte with towing so be gentle.

Tow package 6500 lbs, aftermarket 5000 lbs. tow package has a lot of upgraded parts with it.
