What is the sequence of mounting the center cap on the steel wheel?

Does the wheel get mounted tight first and then the cap pounded on?
    or
Does the cap go on the wheel and then the lug nuts tightened to the lug bolts?

just painted my steelies. the centre caps are like a hub cap. mount your tires, and tighten as required. then line up the caps and push them in. i give them a good tap with the side of my fist. you'll here them snap in. they are plastic so don't hit them too hard
