    Since you're in the 2nd gen section, I'll only comment on 2nd Gen OR's;

You get a more powerful power brake booster. Standard equipped with towing package, which includes bigger transmission oil cooler, engine oil cooler, bigger alternator, bigger battery, and the 7-pin connector (along with Class IV receiver hitch. You get progressive coil springs in the front end. Then there's the A-Trac traction control system, along with the electric locker in the rear diff. And the skids and a decal

With the Sport, you get a non-functional (fake) hood scoop.....and a decal.

Also a bed outlet to run your blow dryer.

Yeah....That too....I just looked at my paperwork. I THOUGHT it was today, but it will be one year TOMORROW since I got Tacoma #4, the current one. As of today, I have NOT plugged in my blow dryer, nor any other electrical device into that outlet. The day I brought the truck home, I was like, "Oh Boy! I can't wait until I need this outlet".

Sport actually had everything the Off Road had except the traction stuff. (Locker, A-Trac). It had all the interior options (better seats, outside temp display), Bilstein shocks, bed outlet, tow package, etc. In lieu of the traction stuff, it got the scoop and everything was color matched.

From '05-'08, the sport had a limited slip rear end.

I am glad I didn't get the off-road package, nothing wrong with it and it's nice to have, but everything on it I still wouldn't have used on my truck in 7 months I have owned it.

But if you want all the options without having to go aftermarket, it has great options.

Towing package was an OPTION on Sports. Standard on OR. And don't forget about better/stronger brakes on the OR

Personally, I LIKE a little chrome and don't really want (or like) everything painted.

I've never gotten a clear answer on that. I've heard it was an option on both, but I've never seen a TRD truck without it.

The brake booster is larger to facilitate A-Trac.

Point is, the sport package is not just a "scoop and a decal."

OK, a scoop, a decal, and the absence of chrome.

When I was comparing off road vs sport packages on my 2013 there was a $65.00 difference. For $65.00 more you got a locker. The sport did have a better sound system and seats though...

Plus Bilstein shocks, sport seats, 17" wheels, and the bed outlet.

Sport and Off Road seats should be the same. And the JBL sound was an option on both--neither has it as default.

The primary catch between the two is you couldn't get a double cab long bed off road until 2016.

Any sound system that was available in a Sport was ALSO available in the OR. Not sure on the seats, but I think BOTH TRD models had better seats.

OR has the Bilstien shocks also....No difference. OR has progressive rate springs that the Sport didn't. Bed outlet is in OR too. Never really understood why 16" or 17" wheels have any advantage over the other.

I'm saying over the SR5, not over the off road.

From what I can tell, the tow package was not standard on anything. It's listed separately from both TRD packages in the brochures and any TRD window sticker lists it as a separate $650 option.

Having said that, I don't think I've ever seen a TRD truck without the tow package.

I have the window sticker that was on my truck. It list's towing package as standard equipment with off road package. (2011)

I hope no one misunderstands what I'm saying.....I'm not trying to say one (Sport v OR) is "better" than the other. Just that one may be better suited for your individual needs than the other. OP simply asked what was included with the OR package that set it apart from any other option package.
