HID Fog light wiring conversion question

If I do not have HID fog lights, but get the HID conversion wiring kit, will this still work? I got the fog lights thinking my truck was prewired and turns out it was not. Now I am looking for the wiring kit and not having much luck finding it without the lights included.

All I can suggest is second guessing the hids unless they are projector lenses with a cutoff. Otherwise ur gunna blind peopleeft and right even if they are way down at the bottom of the bumper.... been there
