Dont have a light bar but just an idea if you don't already have something like it is to pick up some rubber washers from ACE Hardware and place them in between the bracket and the roof.

Depending on the speed of travel and space between the light bar and the roof line you're going to get noise. Whether it's a high pitched whistle (small gap), or a low pitched "thumping" (larger gap). If the bolts are still tight, than its just the different frequencies of of air traveling through a tight space. Only way to eliminate this is by getting rid of any gap.
