    Thanks Bob, but I guess the real question is how do I release the tension without the hex "bolt"? I do not want to put a bar against the timing cover for leverage.

    You'll have to lever it up somehow without the hex head.

    Buy a new tensioner and belt. I'd cut the old belt off and then replace the tensioner... install new belt. Don't dick around with it because the old belt is junk anyway.
