Sounds good to me. Is @gordi coming too, he needs to tune his right? I'll be happy to have better reception, I think I'll get a shorter antenna too.

That is the fresh air inlet for the PCV system.
    https://en.wikipedia.org/wiki/Crankcase_ventilation_system
In normal operation fresh air is flowing (drawn by vacuum metered by the PCV valve) from the intake tube into the rear driver side valve cover.
This flow collects/carries blow by gasses along the way and exits at the front of the passenger side valve cover at the PCV valve, then on into the intake manifold proper for incineration.

Only when the volume of blow by gasses exceeds the volume allowed into the intake by the PCV valve will the gasses back up into that hose/intake tube. This condition can be caused by a poorly functioning PCV valve, clogged/restricted hose connecting the valve to the manifold, excessive blow by or a combination of the three. Should add "accumulation over time" to the mix.
Normally "excessive" blow by only occurs in the relatively brief periods of high engine loads and/or when the cylinders/rings are getting long in the tooth.
Normal condition of that "fresh air" hose should be dry or just slightly damp. A healthy engine with a good PCV valve should build to 10+ inHg vacuum on that hose in around 20 seconds (hole in intake tube plugged). Yours is significantly fouled. Why is yet to be determined, it could be as simple as too long an interval between PCV valve changes. Clean her out and plug in a new OEM PCV valve and go from there.

Toyota has fooled around with the diameter and connection of that hose including the addition of a catch can of sorts. They must have been aware of the ease that fouling could occur.

Below is the normal flow thru the "system" and a shot of the vacuum that will develop if the hose is plugged by a gauge at idle.

@gray223 ya, not sure. when it was idling that hose was "sucking in" not blowing out so it's confusing to me too. it has to be connected somewhere to the engine that causes it to produce the oil (that's why I assume the head cover) but I can't see or feel where it routes/ends

edit: I forgot to hit post and @Dirty Pool posted in the interim. at least that explains it. could have been excessive change time in my case

This explains it. I think I'm going to clean it out and install a new pcv. Does the pcv valve just pull out of the valve cover?

    Why yes, yes they do.
The rubber grommet they sit in likes to "go hard" and crack. You might have to let it know who's in charge but it does just "pull out". Get a new grommet with the valve.

This. Might as well replace the $2 grommet while youre at it. I had a helluva time getting the original grommet out and my truck was at 150k at the time. It broke into pieces and I had to take extra care so that they wouldn't fall into the hole.

For anybody that's looking for an e-locker actuator. An amazing price. Doesn't say it's for 1st gen, but worth a shot.

Can you bolt this up to a rear end that never had one before?

negative, ud have there a different size rear end, and there's no hole for the actuator to slide into.
