99' tacoma starting issues

I have a 1999 tacoma manual with 4x4 I've replaced the fuel filter, the fuel pump, the spark plugs/spark plug lines, I've checked that there's spark and that the plugs are getting fuel but she still won't start. It cranks but won't turn over. It's getting fuel but still nothing. Any other ideas?

 

Might want to try searching for 'no start'. It gets asked about once a week.
