I have replaced everything to do with the Power Steering, but it still whines. What else could it be?? Has any one else had this problem? I have replaced the rack & pin., the pump, valves and blew out the metal hose to make sure that there was nothing lodged, and replaced all other hoses. The line was bleed and we made sure there was not air bubbles. Any suggestions? This only happens on cold mornings and once I cut off the engine and turn it back on it stops.

Did you clean out the screen in the reservoir?
That could restrict flow and cause a whine...

First I assume that the fluid level is appropriate.
Are you absolutely certain the noise is coming from the PS system? idler/ac idler pulley bearings maybe?

Well, there was a part in the rack that was replaced, that had gone bad, but that didn't do it either. It still whines. It whines only if it is below 50 degrees. Anybody have any suggestions. We are at a loss. Everything that had to do with the power steering has been replaced. What now??

My 91 whined a little when cold-so does my current 2003--I just live with it and wait for the warm weather to return--as long as it is still functional and does not get worse. Of course the noise is not bad--just noticeable!
    Colder weather--thicker fluids!

Using the proper fluid, Clean screen, all parts replaced that had anything to do with the power steering. Still Whines. I might have to put up with it. Do all older Toyota's whine after a certain age, when it's cold? I can start it, let it run for about 5 minutes or so and then turn it off. Restart it. Then it is fine. I'm just worried that it will hurt other parts if it is not fixed. Does anyone else have this problem, besides me and the guy signed in as newertoy?

Why not just get a rebuilt pump.

Also when you say whine, that could be many things. Is it from the pump or rack?

try putting an addon hydraulic filter just before your reservoir. catch whatever shards there may be. that may help in the long run.

also. couple years ago when my power steering went out, i went through about 4 pumps before they stopped going defective. turns out there was a clog in the rack somewhere. it somewhat cleared itself out while I was turning the steering wheel and giving it a little gas one day. i noticed it immediately. so I did it again before leaving the parking lot. i turned from full side to side at about 3500 or so RPMS. it was like unclogging an artery. my steering went from a little difficult to perfect. by this time though, i had one of those filters in my system. so im sure the first filter caught all the crap.

i changed the filter as well since it recently began to wine again bout a month ago. it was also low on fluid too. wining went away again.

Finally, after going thru 4 pumps and two racks. It's fixed. The 1st rack we put in was bad, froze up in cold weather. Crazy. Thanks for everyone's help. :)
