Fan for ac and heat not working

Ok so this is driving me nuts.
Fan is not working on hot or cold.
What I have done.

Checked cabin filter
replaced resistor
the relay is working can hear the click
took fan out dissembled and cleaned
went to auto zone and got new fan still did not work
took out hvac switch and made a jumper to bypass switch I hear the click at the relay but no fan action.
as well when i turn the knob i hear the click at the relay
i checked the continuity from the wires going to the fan from the switch all good
i checked all my fuses that i could find all good
the only thing that i have not tried to replace is the switch
I am not getting voltage at the fan
I did put 12v DC to the fan to see if it would work and it did not but like i said above i tried a new fan.

any suggestions??????
