    The applicable sales tax should only be whatever it is that the two parties share common nexus. So most of the time just the state 2.9%. Let's say you ordered something from Otterbox here in Fort Collins. If you live in Denver, you'd only pay the 2.9%. If you live in Loveland, you'd pay the 2.9% plus the 0.65% for Larimer County. If you live in Fort Collins, you'd pay the 2.9%, 0.65%, plus the 3.85% city tax. This is one reason stores on the edges of towns in unincorporated areas often hate/fight annexation. Lots of times they'll actually advertise their lower sales tax.

    It's only required of retailers to collect the tax if they share nexus. Since Amazon doesn't, they haven't had to. And one reason they've fought it is because places like Colorado have so many different sales tax rates (take the example above, add in all the counties and home rule cities) - it's a huge accounting hassle. But the tax is and always has been due (sales and use tax) as teamhypoxia said. The last few years they've really been pushing it because the state has been 'losing' so much money to online retail transactions. Now they've got the separate form, and they push it right up front with your income tax form for the year, and they've got these warnings/notices spread all over, and even added (or just started advertising?) the penalty/fine for failing to pay it. They usually don't have any way to track it if the retailer doesn't collect it, but when this first blew up a couple years ago some places (like Amazon) agreed to start reporting to the state how much was spent even if they wouldn't figure and collect the tax. I know Newegg and Amazon both give you warnings about this when you place orders.

    Dell, on the other hand, actually collects the tax. I've ordered two things from them since they started, and I can't figure out why they're using what tax rate they're using. It's been 6.7% on both purchases. Which if you do the math per above is state and city tax, but NOT county. And as far as I know, Dell doesn't have any offices here in town - but I could be wrong.

    So I took my daughter out driving around the neighborhood this afternoon. She's 15 and has had her learner's permit for 5 months. She hasn't driven in any deep snow yet, so I figured a few laps around the neighborhood in the Subaru Legacy would be a good learning experience for her.

    She's going along pretty good, then decides to try her luck in a cul-de-sac of deep stuff that hadn't been driven in much. Up a slight hill way too slow at maybe 5 mph... and got us totally stuck. High-centered in a drift that was probably at least 14". A neighbor was kind enough to tow us out with his 4Runner. This sucked on 2 levels because 1) I drove that Legacy all around Colorado for 4+ years and never once got it stuck, and 2) I don't let her drive my Tacoma, which would never have gotten stuck.
