Amplifier voltage output is equivalent to its rms (root mean square) output. For a value of ac voltage output by the amplifier it is the value (through mathematic formulas) of the wattage output of the amplifier.

When setting gains using the root mean square method you are setting the gains to produce the maximum amount of wattage desired/possible at maximum volume. Distortion and clipping is another matter.

Using the voltage output of the amplifier gets you right at the point the amplifier is making the power desired.
