I don't know if it's specific to my state (NJ), but dealer is saying I have to pay extra 0.4% sales tax for "Luxury and Fuel Inefficient Surcharge". I checked NJ DMV site and it says this is for vehicles that either cost $45,000 or more, or get less than 19 mpg.
If the Tacoma gets 24/19 I wouldn't think this would apply.
Anyone have any experience with this?

Sounds like NJ. They tax everything up there. They even have an "exit the state tax for those who sell their homes and get out of dodge. This tax is two percent of the gross sale price, without regard to whether there is a capital gain on the sale or not. Amazing what people up there think is normal. Fees to drive Interstates, cross bridges, tunnels, Costs me $45 in tolls to visit my Brother...The millions a day they take in from tolls .....where does it go? Certainly not the streets and roads

Born and raised up there. Left at 18.

NJ is worse.....MUCH worse. Number 1 in Property taxes....My brother pays $12,000 a year on his "paid off" tract home in Clifton. Imagine paying $1000 a month on a paid off home? Basically the good people of NJ are "renting" the land their home is on, Most do not know any better and continue to vote for higher taxes. Higher and higher tolls (using EZ Pass because it does not seem like people are actually paying the toll).
