First gen frame swap includes shocks and springs?

I've looked at 5 other threads that don't mention the shocks and the springs getting swapped with new frame. When I look at Toyota parts list for the swap some show the shocks getting swapped and some don't. Is there a concensus on whether shocks get swapped?

When my frame was swapped, they put on the new 4 leaf packs, but used the old shocks.
