Well I went and bought the manual impart and beat the blank out of the Dam screw and it moved
A 1/16th of an inch after 30 hits, guess I have to take it to the dealer and they can use the air impact to remove those screws.

Color me shocked. Make sure that the manual impact didn't get shifted into tighten mode by accident.

It is easy to shift it during the process and not realize it and you are tightening it more.

Yea I did, still just moved a tad, anyway the 2nd screw is in line with the steering wheel and there is no
way to get a direct hammer hit, unless you take the steering wheel off, I'm going to the dealer and they can do it with an air impact, grrr
