So I am new to the taco world and I have a budget for mods. So far what I have done is the following:

    1. Switched my tires from OEM to 270/70 r17 Toyo Open Country AT2's

    I want to:
    1. Achieve aggressive look.
    2. Possibly put in wheel spacers.
    3. Switch or plasti dip my wheels and grille.
    4. Put in a roof rack
    5. Roll up Tonneau cover.
    6. Install light bar
    7. Switch my lights to HID

What other things should i do to help get my taco off the ground and away from the OEM look.

All help and suggestions are welcome!

De-badging is free, if your goal is non-OEM look...stealth Taco...

Instead of HID, I would upgrade to LED instead. Add a lift then sliders down the road.

Welcome and congrats on the Truck.

    My thoughts on your questions,

Good choice on tires! Toyo is a solid choice.

Define aggressive look. Tires and wheels could achieve this but what is the intent of the truck?
Avoid wheel spacers, your wheel bearings will thank you in the long run.
Plates Dip is a popular option, I've seen whole cars plastic dipped and they looked good.
What is the intent of the truck? Are you a Expo wheeling of road maniac or is it for looks? If offroad there are those that say it may cause more problems than it's worth due to tree limbs getting caught in the roof rack and causing damage. If you're jus tout to have fun on some groomed offroad trails then it shouldn't cause a problem and also offer some aggressive styling.
Tonneau cover: cant's peak on it, no experience.
Light bar. What are you looking for? Small one behind the grill? 48" rooftop one? Tell us what you're looking for and we can help.
HID, I have my thoughts on those and they are better answered with a 45ACP. Your stock lights meet DOT standards and I as well as all other drivers appreciate you keeping them stock.

Welcome aboard sarge. Change up the grill, grab some sliders or predator steps and, if youve got the duckets, some pelfrey armor on the front.

So for now it's for looks. Maybe down the road I'll do more off roading. For now I just see open dirt and terrain I jump on it. I want my wheels to stick out a bit from the well. (I should have gotten wider tires and wheels but eh I am stuck with my dumb mistake).
Roof rack is for my snowboards and skis mostly.
Light bar prob on the roof unless it will still be visible with a skid plate.
I really want the taco to look more beasty and less OEM. I do have limited funds though so I won't be raising probably.

Would lift look cheap with my tires as they are?
    Are the OEM DRLs LED?

If you're on limited funds then I'd recommend steering clear of the spacers. Are the looks worth the cost of the repair on wheel bearings?

From your response you aren't the wheeling type so getting a roof rack won't be an issue in the along run. Yakima and Thule make decent racks for the Tacoma, it may be a m=bit before the offer one for the 2016 but I'd go with them for what your looking for.

Lighter, see about a recessed mount behind the grill..

For more beastly, look at a suspension lift in your budget and upgraded tires. A lot of people will tell you to go with an expensive icon/king/fox lift with upper control arms (UCA's) but I've run a 3' Old Man Emu lift on a Tacoma and a 4Runner without the UCA's and had no problem with alignment. The ride may be a little stiffer but in my defense, I drive an STi right now and the ride is a lit more stiff than an OME lift and I'm willing to bet the OME naysayers are the same ones that would like to drive an STi,

I have the Morimoto LED fog lights and they look so good. I usually run them with the LED DRL. If you're interested, you can get them from theretrofitsource.com.

Wheel spacers mean rocks shooting up at your paint instead of your plastic wheel wells, just thought for food. I had offset rims, basically the same idea but here in the winter all you heard was rocks flinging into the fenders and into the vehicles behind.
They do change the look of a vehicle drastically, a wider stance looks more aggressive. To each his own
