2006 Tacoma SR5 4x4 V6

i just got the 2006 Tacoma and every single bolt under the hood is rusted. Even some inside the truck are rusted. Is this a common problem? My previous 2003 Tacoma had NO visible rust anywhere. Also, this frame looks perfect underneath, which seems like a problem to me because you can tell it has been coated or even painted??
