You have to start at the pump connection with a DVM and work back in the harness till you find where there is power. Once you find that, you know the bad component or wiring is between that point and the pump.

You may be aware of this but I will toss it out there.

The fuel pump is not powered until the ECM sees the signal from the crankshaft position sensor (V6) or the cam position sensor on the 4 cyl. The crankshaft (V6) must be turning to generate the signal, just "key on" will not do it.
Additionally, power for the pump goes thru both the EFI relay and the "circuit opening relay". They are in series and both must be functioning for the pump to come to life.
Given what you have done up to this point and assuming the pump harness/connectors are good, the crank sensor harness/connector down by the pass side t-belt cover and/or the sensor itself could be the culprit along with the "COR".

FWIW, Toyota implies that the ECM needs to see both the crank signal and the "STA" signal from the starter to allow fuel pump power. This is incorrect, only the crank signal is required.

That might be it. Haven't thought of the crank sensor. I'll check that out today and post if I have success. Checked all grounds and still in the process of tracking the harness back to the pump.
