Pickup Not Accelerating

    I am interested in buying this Toyota Hilux (Tacoma) diesel but it has one issue. It does not accelerate. It starts and will accelerate to about 10 mph but not beyond that. The present owner has changed - Engine, Transmission and Computer box (not a new box so it may be damaged) but no change.

    I think it is a 2002 model.

    Getting an idea of the nature of the issue will help me determine if to buy it and how much to pay.
